Sorry, mate. that is the "Combat Infantry Badge", not the "Expert Infantry Badge", which doesn't have the wreath. The wreath does indicate combat service and the star does indeed mark a second war, not a second combat tour - example, a Korean War vet who also served in Vietnam would have the star on his CIB. Someone who had two (or more) tours in Vietnam would not. I more …
