You didn't specify which render engine you're using...I created an Iray scene using nothing but the candle lights by setting the flames to emissive and a luminance between 1,000,000 and 2,000,000 cd / m2 and setting an ISO of 800 in the tone mapping section. I also tweaked the color of the flame to a pale yellow. Obviously you'll need to play with the settings in your scene more …
