A Time Lord collar from Doctor Who. It's sized and positioned by default to the 3dnd Klingon, but as a prop it can generally be fit to most figures.
Note that while I do not restrict usage, this is based on Doctor Who and your use may be limited. However, that doesn't mean it cannot be used commercially. You might be making a parody or using it demonstratively for some educational purpose. Or, for all I know, you work for the BBC.
I mean think about it, it's weird and dumb all these people saying "you can't use this commercially because it's Lucasfilm/Paramount/Disney/whatever" and then someone maybe actually works for the originator of the IP and says "Hm, I would love to put this in the background, it's well made and we can save some time" and then maybe your model would get in a movie or TV show, but they see "no commercial" and it's a pain for the animator to contact you so they go "meh, whatever" and make their own. Boom. You just lost bigtime exposure.
Stop being dumb, people. If it's fan art, you don't even really have a say in how it's used at all.
