eGIS Team Manages Complex GIS Projects for Federal Government Clients, Leveraging Agile Methodologies

HOLLYWOOD, Fla., June 24, 2020 /PRNewswire-PRWeb/ --  Quantum Spatial, Inc., an NV5 company and the nation's largest geospatial data firm, today announced that Cherie Jarvis has been promoted to director of the company's eGIS business unit, the division responsible for collecting and analyzing data to develop custom applications for key government clients.

With nearly 25 years of experience in eGIS, Jarvis is a Project Management Professional (PMP), Scrum Master and Certified Scrum Product Owner. Her award-winning solutions, delivered in partnership with her clients, include a decision support tool to guide environmentally sound dredging of offshore sand shoals for the Bureau of Ocean Energy Management (BOEM) and the National Oceanic and Atmospheric Administration (NOAA), as well as a portal to access navigation-related data and tools for sediment and ecosystem management for the U.S. Army Corps of Engineers (USACE).

Jarvis previously served as Quantum Spatial's eGIS practice lead and has held roles in GIS at Astadia, Zekeiah Technologies, Kleinfelder, Pacific Western Technologies and Gannett Fleming. She has delivered solutions for numerous government clients, including the Bureau of Land Management, the NOAA National Centers for Coastal Ocean Science (NCCOS), the NOAA Office for Coastal Management (OCM) and the United States Department of Agriculture (USDA) Forest Service.

-- ShoalMATE - A cutting-edge decision support tool that is used to guide wise use and environmentally sound dredging of offshore sand shoals. Quantum Spatial conducted the two year study, resulting in ShoalMATE, which was funded by BOEM, along with NCCOS and OCM.
-- USACE Navigation Portal - This portal provides primary access to navigation-related data and tools developed by both the USACE and the navigation community, with information focused on dredging, e-Navigation, infrastructure and asset management, marine transportation systems, sediment and ecosystem management, and surveying and mapping. Quantum Spatial is modernizing the platform with a new data architecture that will consolidate all public USACE navigation data in one common access point, enable new analytical techniques based on artificial intelligence (AI) and data science, and support decision making by providing users with varied levels of technical expertise easy access to all tools through a single web-based platform and mapping system.
-- Bureau of Land Management (BLM) Cultural Heritage Program- Quantum Spatial developed and deployed a national interactive historic/prehistoric land use predictive model, which operates within a web-enabled decision support tool called the National Cultural Resources Information Management System (NCRIMS). NCRIMS information is built on a National Data Standard that enables BLM to facilitate agency-wide data aggregation with State Historic Preservation Office (SHPO) data, ultimately supporting high-level analysis of past investigations and resource information, and the location of possible cultural resources.
-- BOEM Boundary Delineation System (BDS) Frontier Tool - BOEM is responsible for stewardship of U.S. Outer Continental Shelf (OCS) energy and mineral resources, as well as protecting the environment that the development of those resources may impact. The agency needed to perform mathematical offshore boundary computations in preparation of OCS Leasing Maps, Official Protraction Diagrams (OPDs) and Supplemental Official OCS Block Diagrams (SOBDs) depicting OCS block information, the Submerged Lands Act, Limit of "8(g) Zone" and corresponding area measurements. Quantum Spatial constructed an array of thousands of polygonal geometries representing leasing areas at the protraction, block and/or aliquot scale not possible in their legacy system.
