This is morph addon for V4 Frangipani Dress by Thorne, Sarsa and Mada, available at DAZ3D. You have to have that dress installed for this addon to work.

This modified cr2 contains only additional morphs and doesn't redistribute any other information (like original morphs, mesh, textures or rigging). You don't need RTE encoder to use those morphs.

The set contains nine various new morphs.
