I believe that you have to plan well ahead in 3d model acquisition, with a good outline knowledge of your script - in order to keep costs down.

Also having an intimate knowledge of the location you plan to set your film in will help you construct a realistic scene. I like to use Google maps and google street view to accomplish this.
