The "Copyright" simply means it's for personal use only. As I wrote in text file : No part, altered or not, of this file can be used or claimed as your own to share, rework or sell. You can use it in your scene, professional work or not, but you can't claims you've created the panels. I think it's a logical way.

Thanks for showing them to us. The Panels might be usefull, but with the "All rights reserved" usage rights .... noone who downloaded them will be able to use them in a legal way.
