After looking through Jane's Book Of Interplanetary Spacecraft,Volume 23, I've confirmed that this is in fact a lightly armed reconnaissance ship from Pugno-Belligeri VI. Obviously this one has been specially outfitted for extra-long-range super-long-term reconnaisance, because they've removed most of the guns...
