Yes, the sword and scabbard are to scale. The sword measures 30" from tip to pommel. If you're using it with a smaller character (but want to keep the sword and scabbard the original size), load the item smater parented as normal. After it's smart-parented, unparent the sword and scabbard resize each back to 100% then re-parent them.
